Russia's state stability remained at the same high level of 62 in April that it hit in March, according to the Lehman Brothers Eurasia Group Stability Index (LEGSI). President Vladimir Putin's consolidation of agencies under the aegis of the Federal Security Service and the successful referendum in Chechnya on March 23 helped boost the Government component. Although critics condemned both developments, they modestly strengthened the institutionalization of the government. The Security component of stability remained unchanged at a moderately high level, despite the spate of Iraq-related developments that tested the relationship between Russia and the United States. Of the 22 countries covered in the index, Russia tied for sixth place from the top with Thailand and South Africa in April.
