Negotiators finalized on Friday a draft of a U.S.-Russian child adoption treaty that now has to be submitted to both governments for editing, Interfax reported, citing a statement from the Education and Science Ministry.
The statement did not elaborate on the contents of the treaty or the date of its possible signing. Negotiators have said the treaty will increase the monitoring of Russian children adopted by U.S. families and may be signed before the end of the year.
A ministry official said at the beginning of the latest round of talks, which lasted from Wednesday to Friday, that the treaty will ban U.S. same-sex couples from adopting Russian children.
