An excise marker is likely to appear on cars brought into Russia

Chairman of the State Duma Transport Commission, Sergei Shishkarev, has proposed introducing a special excise marking on cars that are imported from abroad on a period of more than half a year for driving on Russian soil. On Tuesday these amendments (Vedomosti has seen them) will be added to the law ?€?Traffic safety?€™ and the Customs and Administrative codex and will be entered in the State Duma. The presence of this marking, states the law, will testify that the car has passed customs control in Russia. Failure to carry the necessary marking will mean a fine of thousands of rubles to the person responsible for the car. An explanatory note attached to the legislation states that the introduction of this excise marking will help in exposing and solving crimes connected to car hijacking and theft. This technology is widely used in other countries. Owners of foreign makes of car will be able to receive reliable information about how to legally import their cars, which will help prevent informal deals being made for cars that are not legally registered in Russia.

A Message from The Moscow Times:

Dear readers,

We are facing unprecedented challenges. Russia's Prosecutor General's Office has designated The Moscow Times as an "undesirable" organization, criminalizing our work and putting our staff at risk of prosecution. This follows our earlier unjust labeling as a "foreign agent."

These actions are direct attempts to silence independent journalism in Russia. The authorities claim our work "discredits the decisions of the Russian leadership." We see things differently: we strive to provide accurate, unbiased reporting on Russia.

We, the journalists of The Moscow Times, refuse to be silenced. But to continue our work, we need your help.

Your support, no matter how small, makes a world of difference. If you can, please support us monthly starting from just $2. It's quick to set up, and every contribution makes a significant impact.
