"The security service has detained two Ukrainian citizens, both servicemen, who tried to smuggle out of the country two sample containers of rocket fuel," said spokesman Anatoly Sakhno.
"They have admitted they intended to sell a significant quantity of rocket fuel to a foreign country after they delivered the samples."
One of the men is a Ukrainian army captain who had access to a rocket fuel storage area, Sakhno said. He declined to name the origin of the fuel.
