WASHINGTON — The United States and Russia will formally inaugurate their New START nuclear arms pact on Saturday, sealing a deal that commits the countries to cutting their atomic arsenals.
U.S. Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov will exchange the final ratification papers for the New START treaty in Munich, where both will be attending an annual security conference, the State Department said Tuesday.
“With New START, the United States and Russia have reached another milestone in our bilateral relationship,” a State Department statement said.
