The Skolkovo Development Foundation, instituted to oversee the creation of President Dmitry Medvedev’s innovation city outside Moscow, has announced the opening of a tender for the development of a city plan.
The foundation will hold a closed tender among three to five bidders for the rights to design the hub, the foundation said in a statement. Russian and foreign companies may bid, with applications being accepted until Aug. 12.
The terms of the tender require that bidders be leading architectural design firms with experience in high-tech projects. Designs will be judged on sustainability, ergonomics, energy-efficiency and cost-effectiveness, it said.
