A prosecutor in Russia's Novosibirsk region has proposed a bill forbidding whistling and singing at night, the regional prosecutor's office announced on Tuesday.
The bill proposes amendments to the local public nuisance law which would ban loud noises such as loud music, whistling and singing from 10 p.m. to 7 a.m. The ban would last extend to 9 a.m on weekends and holidays.
It also provides a list of locations affected, including apartment blocks, hospitals, hotels and recreational facilities.
There is already an article on noise nuisance in the local Administrative Code, but possible causes of noise are not specified in the bill. The fines provided for by the law range from 3000 to 10 000 rubles. ($45-$150).
