Blaze Damages Refinery

ALMATY, Kazakhstan — A major oil-refining plant in the southern Kazakhstan city of Shymkent has been damaged in a fire, local media reported Monday.

The scale of the damage is not yet clear, but the blaze may further deepen fuel deficits in the country.

Despite vast oil reserves, Kazakhstan suffers from fuel shortages due to limited refinery capacity.
