Putin Limits Foreign Labor

Prime Minister Vladimir Putin on Wednesday banned foreigners from selling alcohol and medicine in retail outlets and from working as vendors in outdoor markets and kiosks in a bid to stem an influx of immigrants.

The ban comes into force on Jan. 1, the government said on its web site.

Russia has the second-largest inflow of migrants after the United States, with an estimated 12 million foreigners, most from former Soviet republics, working in the country, mainly in the construction and retail industries, according to the World Bank.
