City Hall drafted a new set of rules for dog and cat owners that would prohibit them from walking dogs of 40 breeds — that have been deemed dangerous by the authorities — while drunk, Moskovsky Komsomolets reported Monday.
The report did not list the breeds but said Muscovites would have to be both sober and older than 14 to walk dogs weighing more than 15 kilograms.
The rules also bar the walking of more than two dogs simultaneously. Pet owners will be required to remove dogs’ excrement from the streets, stay clear of schools, hospitals and cultural establishments, and keep the animals leashed and muzzled unless at specially designated playgrounds.
The rules would also define rules for adopting, vaccinating and putting to sleep pets and stray animals. It was unclear when the rules may be enacted.
