WHAT THE PAPERS SAY
From now on the heads of all organs and agencies of the executive branch of the Voronezh district government are obligated -- on their personal responsiblity -- to quickly and directly respond to all socially significant criticism that appears in the newspapers or is broadcast over radio or television. This order was issued as an amendment to the current law On the Press by the governor of the district.
The order goes still further and recommends that the directors of private enterprises and other organizations act likewise.

Financial Disclosure
The mayor of Kostroma announced recently that, beginning with the end of the current financial quarter, he would publicize a declaration concerning all of his personal finances in the newspaper Kostromskiye Vedomosti. He also said that all of his deputies would do likewise.
The mayor made this announcement after a group of local legislators called on all members of the city administration to make quarterly reports of their finances.
