U.S. Tax-Cut Proposal

WASHINGTON ) -- U.S. President Bill Clinton was expected to try to convince the American people Thursday night that he is still a potent political force, with a speech to outline proposals for budget reductions and a middle-class tax cut.

White House Press Secretary Dee Dee Myers said the 10-minute speech would provide an overview of Clinton's plans for the last two years of his term.

The New York Times on Thursday quoted administration aides as saying Clinton was preparing to propose about $50 billion in income-tax cuts through a mix of tax credits for families with preschool children and new deductions for education.
