U.S., Hanoi Build Ties

U.S. and Vietnamese negotiators have agreed in principle on the opening of liaison offices in each country and on American financial claims against Vietnam from the Vietnam War, Hanoi announced Wednesday.


The agreements are steps toward establishing diplomatic relations. The American claims total $230 million, mostly investments in South Vietnam seized by the Communist North when it defeated the Saigon regime in 1975.


A statement from the Foreign Ministry said two days of talks concluded Tuesday "with a very positive result"
