Panama Rejects Haitians

PANAMA CITY, Panama -- Panama has withdrawn its offer to accept up to 10,000 Haitian refugees, a blow to U.S. efforts to divert from American shores the flood of Haitians fleeing their military-dominated homeland. President Bill Clinton's special envoy on Haiti, William Gray, expressed regret over Thursday's decision by President Guillermo Endara, but said other countries would help accommodate the refugee surge. "We will continue forward with our policy," he said. Gray said Grenada has agreed in principle to provide shelter for Haitians, joining Antigua and Dominica. He said the United States is discussing opening additional safe havens with other countries.
