Officials: Ukrainian Shot Dead at Border

Investigators say a border guard fatally shot a Ukrainian man who crossed into Russia illegally.

The Investigative Committee said the guard acted lawfully in the unusual incident, which occurred on Thursday at a border post in the Belgorod province.

It said in a statement the man identified as a Ukrainian citizen crossed the border illegally from Ukraine and drove "deep into Russian territory." It says authorities fired flares and blocked the road ahead, forcing him to turn back.

It says the driver refused to stop and instead accelerated toward a guard, who fired a warning shot.

It says the driver kept going and hit the guard with a bumper, and that the guard fired a fatal shot to the driver's neck as he fell.
