Duma Votes Limits

MOSCOW (x) -- The State Duma voted on first reading Thursday to reimpose strict limitations on foreign banks that President Boris Yeltsin had lifted last month. The restrictions would bar foreign banks from serving Russian residents and clients.


The second of the three readings needed to pass the law, however, may not come until after the parliament's summer break in October.


Russia's banks have been lobbying the government and the parliament to limit the presence of foreign institutions.
