Doubts on Fleet Talks

KIEV, Ukraine -- Ukrainian and Russian negotiators began another round of talks over the division of the Black Sea Fleet on Wednesday, but both sides were pessimistic about chances for a breakthrough. In April, the two countries agreed to turn over 80 percent of the fleet's 833 vessels to Russia, but failed to agree on where the fleet should be based. "Ukraine has always been ready for concessions, but we are against separate basing of the fleet," Valery Shmarov, head of the Ukrainian delegation at the talks, told The Associated Press. "I don't think that we will be able to achieve major progress in this round of talks."
