Christopher Meets, Applauds Kovalyov

WASHINGTON -- U.S. Secretary of State Warren Christopher, in a move rife with meaning ahead of next week's summit, has met Russia's leading human rights advocate and praised him for his work, a U.S. official said.


Christopher spent 15 minutes Wednesday with Sergei Kovalyov, head of Russia's human rights commission and an outspoken critic of the military campaign in Chechnya, State Department spokesman Nicholas Burns said.


"The secretary thanked him for all of his work on human rights issues and his great service on human rights and said the international community was in his debt," Burns said.


The Clinton administration's initial response was muted when the conflict began last December, saying it was an internal affair. Since then, it has become increasingly critical of Russia's relentless pummeling of the breakaway region.


Still, some members of Congress have faulted President Bill Clinton for visiting Moscow while the war continues, casting a cloud over next Wednesday's summit with President Boris Yeltsin.
