Raspadskaya's coal output fell 13 percent last year, missing a target issued only in December, partly on delays to safety approvals as it restores production at its main mine after a 2010 blast killed 90 people.
The company produced 6.25 million tons, Raspadskaya said in a statement. That is less than the 6.4 million-ton forecast it set on Dec. 9. Output at its eponymous main mine was 1.25 million tons against a 1.4 million-ton estimate.
In the fourth quarter, coal production rose 31 percent to 1.58 million tons from 1.21 million tons in the previous three months, while output at the Raspadskaya mine climbed 63 percent.
