Vladimir Putin on Thursday made his first energy appointment since his re-election as president, naming Rosneft first vice president Pavel Fyodorov a deputy energy minister, a government source who saw the approved order said.
Fyodorov, a Morgan Stanley alumnus who helped negotiate the state oil firm's landmark Arctic drilling deal with top world oil producer ExxonMobil, is expected to oversee efforts to attract foreign investment in Russia's energy sector.
Putin earlier this month issued an order increasing the number of deputy energy ministers from six to seven, two government sources said.
