China to Become Official Modernization Partner

Moscow and Beijing will agree to cooperate on modernization during Prime Minister Vladimir Putin's visit to China, which began Monday, Deputy Prime Minister Alexander Zhukov said, Kommersant reported.

Assistance will move in both directions, according to the memorandum, but experts said Russia was turning to its Asian neighbor for help and not the other way around, Kommersant reported.

Russia, which has similar partnerships with the EU and South Korea, had been skeptical about seeking expertise from another developing country.
