Aziz delivered a letter to President Boris Yeltsin from Saddam Hussein thanking Russia for its call to ease international sanctions against Iraq, said Itar-Tass.
After talks with Foreign Minister Andrei Kozyrev, Aziz said, "Iraq has fulfilled its obligations under the UN Security Council resolutions" by officially recognizing Kuwait's sovereignty and borders.
Kozyrev said there were "forces" in the Security Council using the sanctions for political reasons. He did not identify the forces, Itar-Tass said.
