The commission of the lower house of parliament released a report Wednesday saying 186 serious crimes had been committed in the centers in the first nine months of 1994.
RIA news agency said the report gave the number of detainees as of Dec. 1 as exceeding capacity by 42 per cent, forcing many prisoners to sleep on the floor and without even bed linen.
Competition for bed space, among other problems, often leads to murder and severe injuries," it said.
