Vagan Papazian said this week's decision by the Conference on Security and Cooperation in Europe to send peacekeepers was "a step forward."
The force, expected to number between 2,000 and 3,000, is to monitor an uneasy cease-fire between Armenia and neighboring Azerbaijan.
Papazian said Armenia did not really care what countries sent peacekeepers, except for Turkey. "We are not ready to accept Turkish participation. We consider Turkey a party to the conflict."
