Zhirinovsky Defeated

MOSCOW -- A North Pole explorer beat ultranationalist Vladimir Zhirinovsky for the position of a fifth deputy to Ivan Rybkin, speaker of the State Duma. The lower house of parliament voted 244-19 with 28 abstentions to appoint as deputy speaker Artur Chilingarov of the centrist New Regional Policy faction. Zhirinovsky, who makes no secret of his desire for a place in the Duma's leadership, had proposed his candidacy, but there was no vote due to Chilingarov's obvious victory. Chilingarov, 55, was elected by the Nenets constituency in northern Siberia. He heads an association of North Pole explorers.
