U.S.-Japan: No Progress

U.S. Secretary of State Warren Christopher on Thursday reported no breakthrough in trade talks with Japanese leaders in which he lectured them on the need to keep their promise to cut their trade surplus with Washington.


Christopher told a news conference that after a day of talks in Tokyo he had informed the Japanese they had to comply with a so-called framework commitment they made last summer to open their markets to foreign products and reduce their $60 billion surplus with the United States.


"My presentation was straightforward and candid. I said simply that great nations keep their commitments." But, Christopher said, "Japan has not complied with the commitments that they made in the framework agreement."
