Ships and aircraft from the United States, Germany, Britain, the Netherlands, Norway and Russia left the port of Tromsoe for the exercise lasting until Friday, Norwegian officials said.
The crews are to try to intercept Norwegian fishing boats in a fjord to rehearse imposing UN sanctions and to strengthen new-found cooperation since the end of the Cold War.
The exercise, which began with briefings in port on Monday, is the first time Russia has taken part in big naval maneuvers with Western countries since the Cold War.
