Rights Record Review

STRASBOURG, France () -- The Council of Europe said Thursday it would send a delegation to Russia next week to weigh whether Moscow, which wants to join the 32-nation pan-European body, was improving its human rights record.


A team of three from the council's parliamentary assembly "will assess progress made with human rights since their first visit to Russia" in mid-June, the council said in a statement.


Moscow applied to join the council in 1992, but its chances for success dimmed earlier this month when a panel of European experts criticized Russia's legal system and its record on protecting human and minority rights.
