Nuclear Command Put to the Test

The Defense Ministry will hold general staff exercises Wednesday to test the command structure for Russia's strategic nuclear forces, Itar-Tass said Tuesday. Tass, quoting a "reliable source," said President Boris Yeltsin, who is supreme commander of the armed forces, might participate in the table-top exercises. Tass gave no further details. It seemed likely the exercises would be aimed at testing command and control procedures for the use of Russia's strategic nuclear missiles and bombers according to the country's new military doctrine.
