Mandela Targets Thugs

JOHANNESBURG -- South African President Nelson Mandela's ruling African National Congress urged terrified township dwellers Tuesday to isolate gangs of thugs blamed for a surge in violence in South Africa's deprived black communities. Renegade so-called self-defense units are held responsible for the death of nine people in Johannesburg's eastern townships in the past two weeks. ANC official Ronnie Mamoepa accused the renegades of being "gun-runners and bullet-sellers ... those with the most to lose by an end to the township violence. The peace process will sound the death knell for these bandits."
