Kurd Offer Rejected

ANKARA () -- Kurdish guerrilla leader Abdullah Ocalan called for a cease-fire and international mediation to end separatist insurgency in Turkey, but Monday the government rejected any talks with "terrorist bandits."


Ocalan presented his proposals to end a decade of conflict that has killed 13,000 people in a letter to world leaders at the weekend.


"If the other side is ready, let us immediately stop the war," Ocalan said in the strongest indication yet that the elusive Marxist-Leninist leader is prepared to forego his deadly guerrilla campaign.


But Prime Minister Tansu Ciller, a hardliner on the Kurdish issue, told reporters she was not prepared to negotiate.
