The agency, the IAEA, has been embroiled in a dispute with North Korea over Pyongyang's refusal to allow full inspection of its nuclear sites.
Under the new accord North Korea's current graphite reactor building program will be frozen, dismantled and replaced, but the process is expected to take nine or 10 years and only halfway through the process would North Korea permit full IAEA verification.
