Three people were detained in Perm last weekend over a fire that killed at least 16 people, trapping them in a warehouse with locked doors and no fire alarm or fire extinguisher system, Interfax said.
The fire took place Thursday, but on Monday rescuers still had not managed to clean up all the debris.
Most victims were workers who were packaging household chemicals stored in the warehouse. The director of the firm that owned the warehouse and one of his deputies were arrested Saturday, and another deputy was detained Sunday, the report said.
