State Duma member Maxim Korobov has proposed that the proposed law on communications end fees for incoming calls in national intra-network roaming.
Payment by the calling party was introduced in 2006. There are three types of roaming: a within national network, through a national gateway (the subscriber uses the network of another operator within Russia) and international. In gateway and international roaming, the subscriber pays for the services of two companies — the caller’s operator and the network the caller is using. But the client pays for service twice using intra-network roaming, the amendment to the bill states.
Megafon earns 3 to 4 percent of its revenue from national roaming, a company representative said. Mobile TeleSystems and VimpelCom do not disclose that information.
