"Although the new government's term of office is only four months, the government must bear in mind that the Estonian state is there to stay throughout time," the statement said. Elections are due next March.
The parliament approved Tarand, who does not belong to any party, as the prime minister last week.
Government officials said that Tarand kept most members of his predecessor Mart Laar's cabinet.
