Customs Headache

Editor: I read with interest Friday's "Booklovers Face Tough Custom Rules" and editorial. Of even greater concern is that an internal customs regulation requiring a payment of 63 percent on the value of imported personal belongings. They are not prepared to furnish a copy of the regulation, the value is assessed by them and a guarantee of payment is required before they will inspect the belongings for valuation purposes. This is contrary to Article 24 of the Russian law on foreign investment, which provides that no customs duties are to be levied upon personal belongings brought to Russia by the employees of foreign enterprises with investments in Russia.
