Alpha Plans Under Fire

xWASHINGTON -- Russian participation in the international Alpha space-station project will cost the United States' National Aeronautics and Space Administration about $1.4 billion, cutting a big hole in the $2 billion in savings the space agency had claimed from the agreement with Russia. The General Accounting Office, Congress' investigative arm, said that Russian participation in the space station adds new funding requirements to other parts of the NASA budget, offsetting anticipated savings on the cost of building the space station. The plan is to put up an orbiting laboratory that would permanently house astronauts in space. Russia has been added to the other international partners, who are Japan, the European Space Agency and Canada.
