ST. PETERSBURG — Air cargo carrier Volga-Dnepr will decide by year-end whether to sell shares in an initial public offering, its senior vice president, Sergei Shklyannik, said in an interview Thursday. The company, whose clients include the North Atlantic Treaty Organization, the United Nations and musical performers such as U2 and Madonna, is considering loans, bonds or a share sale to raise funds for its fleet, he said.
