He told a news conference that the United Nations had clearly set out its principles on Armenia's seizure of territory in Azerbaijan.
"The fourth principle is the immediate withdrawal of foreign troops from the occupied territories of Azerbaijan," he said.
Boutros-Ghali, visiting the Transcaucasus, made clear this applied to Armenian national forces helping Karabakh Armenians to hold on to the enclave.
