Many who arrived Monday night from New Delhi were worried their purchases would be destroyed if plague were found, the agency said. Despite pleas from authorities, they stayed inside the jet without food or heat.
Medical authorities in Perm, a city 1,200 kilometers east of Moscow, have failed to persuade the passengers to leave the plane, Itar-Tass said.
Amid plague fears, Russian authorities have restricted travel to India and imposed a six-day quarantine on those arriving from that country.
