Kazakh President Nursultan Nazarbayev signed the deal with his Turkish counterpart, Suleiman Demirel, Interfax said.
Demirel said the pipeline would serve all oil producers in the Caspian Sea.
Financing and a timetable for the project remain unresolved, Interfax said.
Nazarbayev said Russian companies would be invited to participate.
