Yeltsin Aids Housing

MOSCOW -- President Boris Yeltsin has signed a decree to remove all taxes and customs duties from a $160 million U.S. government grant for housing for Russian troops withdrawn from the Baltic countries.

Another decree proposes that the State Duma lift the tax from a German government grant worth 1.6 billion marks ($1.04 billion), meant for housing for troops withdrawn from Germany. Both subsidies were facing a tax of up to 80 percent.

Russia needs to house 400,000 families of servicemen withdrawn from former communist bloc states.
