PARIS -- Russian First Deputy Foreign Minister Anatoly Adamishin accused the West of applying double standards over conditions for Moscow's planned entry to the Council of Europe.
Speaking during a forum here on Russia and Europe, Adamishin said Russia had been "queuing for two years" to enter the Council of Europe, while the 32-member organization had allowed in certain other countries more easily "to encourage them" towards greater democracy.
"There are two weights and two measures, which is wounding and vexing," the minister added.
The counci's brief is to protect Europeean democracy and human rights.
The organization has said Russia must fufil a "minimum of conditions" concerning human rights and democracy issues, and has said it will be admitted "at the earliest 1995."
