U.S. Base in Rwanda

ENTEBBE, Uganda -- The U.S. military moved the base for its Rwandan refugee relief operation to the Rwandan capital Kigali from neighboring Uganda on Wednesday in a bid to lure home more than a million people, a military spokesman said.

Lieutenant-Colonel Ronald Peck said relief food that had been brought to Entebbe, which the U.S. military had initially chosen as a hub for its Rwanda relief mission, would be flown to Kigali on Thursday.

In Germany, General George Joulwan, the U.S. operation's supreme commander, said the U.S. military plans to set up a string of aid centers on the route from the Zairean border region of Goma to Kigali
