BIRMINGHAM, England -- Germany and Britain qualified for the World Cup in track and field after finishing first and second in both the men's and women's section in the European Cup. After the end of competition on Sunday, Germany was dominant in the men's events, finishing with 121 points, 14.5 clear of Britain, which was 5.5 ahead of defending champion Russia. The women's events were much tighter with the Germans on 98 points, and Britain scraping into the top two with 97 points, two ahead of Russia
