Shumeiko Skeptical on NATO Plan

SOFIA -- Vladimir Shumeiko, chairman of the upper house of Russia's parliament, warned Bulgaria on Tuesday that NATO's Partnership for Peace scheme was aimed more toward boosting the West's arms industries than world peace. "There's a joke going around that this is a partnership for NATO, not for peace, but in every joke there is an element of truth," Shumeiko told reporters Tuesday.
