"The residents of Sevastopol have a right to their own outlook, which should be reckoned with, but it's inadmissible to make far-reaching political conclusions from it," presidential adviser Mark Urnov told Interfax.
Sevastopol, on Ukraine's Crimean peninsula, is inhabited mainly by ethnic Russians and is the headquarters of the Black Sea Fleet.
On Tuesday, Sevastopol's city council voted overwhelmingly that the strategic port should become part of Russia.
