Rwanda Peace Hopeful

After a three-month bloodbath in Rwanda, the tide seemed to be turning Thursday toward politics and rebuilding. The Tutsi-led rebel movement worked on setting up a new government to rival the Hutu-dominated regime. UN officials focused on a formal cease-fire, and aid agencies rushed to help hundreds of thousands of refugees from war and ethnic massacres. There were no reports of fighting in Rwanda for a second consecutive day. Rebel forces held back from a safe haven set up by French troops. The UN planned to reopen the airport in the capital, Kigali, on Thursday.
