Positive Note For '95 Budget

Finance Minister Vladimir Panskov said Monday he believed parliament would adopt a 1995 draft budget Wednesday, opening the doors to a $6 billion loan from the International Monetary Fund.


"They are likely to pass the budget at the second reading on Wednesday. There is an agreement that Russia will receive the loan after the adoption of the budget," he said.


Panskov spoke after meeting representatives of the conservative Agrarian faction in the parliament, which had previously voted against the budget.


"There are people with common sense among them. Not all the faction will vote against the budget," he said.


Parliamentary budget committee head Mikhail Zadornov also said the budget could be adopted at Wednesday's reading, commenting: "The budget can be passed even without the Agrarians."


A total of 195 deputies voted for the budget Friday, short of the 226 majority needed to approve the plan.
