Officials Could Lose Migalki

Legislation introduced by the Federation Council on Wednesday proposes stripping officials of all ministries and federal agencies of the flashing blue lights that give their cars the right to ignore traffic rules, Interfax reported.

The bill suggests that only special-purpose vehicles with a specific color design, such as police and ambulance cars, as well as Federal Guard Service vehicles, will have the right to use the flashing blue lights, or migalki.

Officials under protection of the Federal Guard Service are the president, the prime minister, State Duma and Federation Council speakers, the prosecutor general and the heads of the Constitutional, Supreme and Supreme Arbitration courts.

Activists of motorist groups said the legislation is unlikely to be passed, Interfax reported.
